Because there is more than one form of diabetic neuropathy, yes, it could conceivably affect the whole body. Autonomic neuropathy can affect the entire autonomic nervous system and can affect the stomach, heart, and other internal organs, and cause the eyelids and mouth to droop, among other symptoms.
But the most common form of diabetic neuropathy is peripheral neuropathy, which effects the limbs. Usually, peripheral neuropathy causes a pins and needles effect or burning pain in the toes and feet first, and then the fingers and hands. Gradually, it can cause loss of feeling in the hands and feet.
