State Pharmacy Assistance Program
The State Pharmacy Assistance Program (SPAP) is a State-funded program that will pay for Medicare Part D co-payments or co-insurance amounts for certain Hawaii residents.
Eligibility
Individuals must meet the following requirements to qualify for SPAP benefits:
Resident of Hawaii;
Age 65 years or older or disabled and are receiving or eligible for Medicare;
Not enrolled in PACE (Program of All Inclusive Care for the Elderly);
Not a member of a retirement plan who is receiving a benefit from the Medicare Prescription Drug and Improvement and Modernization Act of 2003 (MMA, also known as “Medicare Part D”);
Not enrolled in a public assistance program, other than the Hawaii Rx Plus program, that provides drug benefits other than those provided by Medicare Part D;
Not enrolled in a private sector plan or insurance providing payments for prescription drugs;
Gross household income does not exceed 150% of the Federal Poverty Level (FPL).
Assets are within the limits set by the MMA, which is $6,000 for a single person, $9,000 for a couple, and $750 for each additional dependent person in your household.
Coverage
The program may pay all, or some of, the required co-payments or co-insurance actually paid for only for drug claims defined as covered under the federal Medicare Part D Prescription Drug Benefit Program. Coverage will start when the SPAP identification card from the State is received.
Enrollment
Recipients must be enrolled in one of the eight basic standard prescription drug plans or in one of the standard Medicare Advantage/Other Health Plans that are listed below:
